Public hearings of draft of the joint operational programme for the Poland-Russia Cross-border Cooperation Programme 2014-2020 2016-05-06, Category: Programme news

The Ministry of Economic Development acting as Managing Authority and Joint Technical Secretariat of the ENPI Cross-border Cooperation Programme Lithuania-Poland-Russian 2007-2013 would like to inform that the public hearings of draft of the Joint Operational Programme for the Poland-Russia Cross-Border Cooperation Programme 2014-2020 started on 6th May 2016 and will last until 10th June 2016.

The aim of public hearings is to collect opinions and remarks concerning solutions proposed within the Programme.

 

 

Remarks to the draft of the Joint Operational Programme

In order to comment on the draft Joint Operational Programme, please fill in the form on-line on the website of the Ministry of Economic Development in Polish (link to the PL form) or Russian (link to the RU form).

All remarks made in other way will be automatically excluded from consideration.

The deadline for submission of comments is 10th June 2016.

Public hearings are open to all interested parties, especially representatives of local governments, socio-economic partners, government administration, NGO's, academic circles, etc.

Consideration of comments

After the public hearings, all the comments submitted within the deadline will be examined and given for the consideration of the Joint Programming Committee responsible for preparation of the Poland-Russia Cross-Border Cooperation Programme 2014-2020.

Basic information

Programme will support the activities within 4 thematic objectives:

  • Promotion of local culture and preservation of historical heritage;
  • Environmental protection, climate change mitigation and adaptation;
  • Improvement of accessibility to the regions, development of sustainable and climate-proof transport and communication networks and systems;
  • Promotion of border management and border security, mobility and migration management.


Indicative budget of the Poland-Russia Cross-Border Cooperation Programme 2014-2020 will amount to 61.3 mln euro (41.3 mln euro from European Neighbourhood Instrument and European Regional Development Fund and 20 mln euro from the budget of the Russian Federation).

Programme area shall cover the following regions:

Core area consisted of following subregions:

  • Poland: Gdański, Trójmiejski, Starogardzki, Elbląski, Olsztyński, Ełcki and Suwalski;
  • Russia: Kaliningrad Oblast. 


Adjoining regions consisted of following subregions:

  • Poland: Słupski and Białostocki.


In the adjoining regions it can be spent up to 10% of the EU contribution to the Programme.

The Ministry of Economic Development of Poland, the Territorial Cooperation Department will play the role of Managing Authority. The following institutions will play the roles of the National Authorities: the Ministry of Economic Development in Poland and the Ministry of Economic Development of the Russian Federation. The Joint Technical Secretariat appointed as Intermediate Body will be located in Olsztyn within the structure of the Centre of European Projects.
